Who it affects and when

Audience: Commuters, people needing adapted vehicles, hauliers and transport users.

Timing: 2027 programme and review announcements, plus a two-month RTSS extension in 2026.

What was announced

Vehicle Adaptation Scheme
A new standalone scheme is announced for people with mobility needs. It does not replace the existing Disabled Drivers and Disabled Passengers Scheme.
Commuter reviews
Cycle to Work and Taxsaver commuter-ticket schemes are to be reviewed. A review is not an announced new allowance or an immediate change in eligibility.
Transport delivery
Funding covers DART, BusConnects, Cork commuter rail, rural services and roads including the Adare Bypass, Galway Ring Road and M28. The Government announces an additional €6 billion of resources for MetroLink over 2027–2030.
Road transport
The Road Transporters Support Scheme is extended by two months in 2026. The extension does not automatically establish a new 2027 payment.

Practical next steps

  1. Check the actual adapted-vehicle scheme terms when applications open.
  2. Continue to use current commuter-scheme limits until a reviewed change is formally introduced.
  3. Keep infrastructure funding dates separate from passenger service opening dates.
