Budget 2027: Charities, excise, betting and bank levy

What was announced

Charity VAT compensation
The annual capped fund rises from €10 million to €15 million. Eligible refunds depend on non-public funding; if total eligible claims exceed the cap, payments are proportionately reduced.
Tobacco and e-liquid
The tobacco measure adds €1, including VAT, to a pack of twenty cigarettes in the most popular price category, with pro-rata increases for other tobacco. E-liquid duty increases by €0.20 per millilitre to €0.70, excluding VAT, from January 2027.
Pool betting
A 25% excise charge on commissions from totalisator or pool betting is introduced generally from January 2027, with an exemption for on-course pool bets. It is not a blanket 25% tax on every customer's stake.
Bank levy
The levy continues in its current form for 2027, targeting €200 million from the liable institutions AIB, EBS, Bank of Ireland and PTSB.

Practical next steps

  1. For charities, calculate under the actual funding and eligible-cost rules rather than treating the fund as a guaranteed refund.
  2. Keep VAT-inclusive and VAT-exclusive excise figures distinct.
  3. Apply the actual trade or institution scope instead of spreading a sector levy across unrelated taxpayers.
